Program Manager, Legal Services Program

Position Reports to: Executive Director

Salary Range: $116K-$120K

CVTC is hiring a Program Manager to lead its Legal Services Program. The Program Manager will ensure that legal programmatic goals are met; provide administrative support to legal staff; administer grant funding obligations; implement a communications strategy to expand public awareness of CVTC’s work; interact with members of the public who contact CVTC’s Legal Helpline for information and support, and contribute substantively to completion of projects which further CVTC’s mission and goals. The ideal candidate will have a deep, demonstrated commitment to the advancement and protection of the rights of survivors of interpersonal violence - with a focus on survivors of sexual violence. The candidate will be a motivated and dedicated manager, with the ability to work well both independently and collaboratively. This is a hybrid position with an in-office and remote schedule. Position Summary: 

  • Oversee and support all administrative and programmatic aspects of CVTC’s Legal Services Program (LSP), including but not limited to: planning and managing the workload of the LSP team; identifying and setting priorities for development and growth of the team and of individual staff members; assigning and monitoring cases; and supervising and evaluating staff to assure quality legal representation, advocacy and information.

  • Provide direct legal outreach, assessment, advocacy, advice and support to victims of crime, with a focus on survivors of sexual assault.

  • Oversee compliance with federal grant requirements, with special focus on CVTC’s OVW LAV grant, alongside members of CVTC’s Executive Team. 

  • Support cross-collaboration between LSP and other CVTC programs, co-create an evolving vision for the LSP within the context of CVTC’s mission.

  • Demonstrate a commitment to the philosophy, standards and mission of CVTC.

JOB SPECIFICATIONS 

A. Legal Services Program (LSP) Oversight

  • Directly supervise and support CVTC's Supervising Attorney, legal advocates and legal interns, as well as any additional LSP staff as appropriate, providing weekly individual supervision and group supervision.

  • Ensure accurate and timely program documentation is recorded in accordance with CVTC policies and procedures; responsible for reviewing legal team’s retainers, agreements, intake documentation, individual case notes, service notes, etc. 

  • Conduct annual performance reviews and develop plans for improvement areas and staff growth.

  • Demonstrate knowledge of child protection policies, sexual assault and domestic violence protocols, and other relevant policies. 

  • Oversee and address concerns regarding professionalism and workplace behavior of supervisees, consulting with supervisor and/or Human Resources Director concerning employee relations concerns if/as they emerge.

  • Oversee coordination of grant management activities among LSP staff and liaise with Executive and Development staff regarding grant management, including facilitating timely and accurate reporting to grant funders.

  • Continue to learn and be open to asking for help, guidance and support when necessary.

B. Direct Services to Survivors

  • Use trauma-informed approaches to provide direct legal support and advocacy to survivors of violence - especially to survivors of sexual violence - in their experiences with the criminal justice process, including advocating on their behalf with NYPD (especially with the Special Victims Division), the offices of the District Attorneys of New York City, landlords, public benefits institutions, and in administrative campus hearings.

  • Represent and advocate for survivors in areas such as family, immigration, housing and public benefits. 

  • Maintain and further develop collaborative relationships with CVTC Clinical, Community Programs, and other non-legal staff, as well as staff from relevant partner organizations, in order to ensure clients receive wraparound support to mitigate effects of victimization and trauma.

  • Identify and offer referrals to appropriate community resources, and advocate for clients with criminal justice and civil court systems, mental health and community agencies, medical providers, and other systems with which victims of crime engage.

  • Participate, alongside other members of the LSP, in answering CVTC’s Legal Helpline, providing information, advice and referrals to individuals seeking support on a wide range of legal matters.

  • Maintain client/attorney privilege and relevant confidentiality in the management of information.

  • Maintain accurate and timely client documentation (including relevant retainer and other agreements, intake documentation, individual case notes, service notes, etc.) in accordance with CVTC policies and procedures.

C. General Organizational & Administrative Duties

  • Set appropriate priorities and timeframes and follow up on issues in a timely manner, balancing direct service, administrative and programmatic/organizational development tasks.

  • Respond to situations, inquiries, and correspondence from clients, colleagues and partners in an acceptable timeframe.

  • Participate in and represent the LSP on relevant CVTC committees, including at Program & Department Lead (PDL) meetings. 

  • Participate and assist in facilitation and teaching in annual CVTC training courses (e.g., Volunteer Advocate Training, Student Intern Seminars, etc.).

  • Provide consultation to non-legal and consulting staff, including Clinical Staff, Staff Psychiatrist, Community Programs Staff, as needed. 

  • Provide community outreach and represent CVTC in community and affiliated agencies’ activities, if/as requested.

  • Represent CVTC on relevant external coalitions, taskforces, and other collaborations as needed, effectively representing CVTC’s values and policies to other organizations.

  • Identify learning strengths and needs and assume responsibility for own learning by identifying and communicating problems and learning needs to supervisor.

  • Understand and adhere to appropriate professional code of ethics & conduct. 

D. Communication/Relationships

  • Demonstrate a professional, courteous, and respectful comportment in interactions with clients, colleagues and external partners.

  • Observe principles of self-determination, confidentiality, and absence of prejudicial actions in interactions with program clients, colleagues and external partners.

  • Anticipate, identify and alert supervisor (Executive Director) of developing problems concerning cases, supervisees, as well as both internal and external systems.

  • Integrate and utilize supervisory feedback in an objective and positive manner.

  • Function in a consultative and educative capacity with all pertinent individuals or agencies who/which might impact on clients and families.

  • Translate legal concepts into clear, concise, and useful written records.

  • May be required to perform other duties as assigned or perform other duties when necessary.

E. License/Certification Requirement

  • J.D. from an ABA-accredited law school

  • Good and current standing with the New York State Bar

F. Skills & Experience Requirement

  • Excellent verbal and written communication skills.

  • Excellent project management and organizational skills.

  • Self-direction, attention to detail and flexibility. Demonstrated ability to work on and manage multiple tasks and projects simultaneously, and to work independently as well as effectively as part of a team.

  • Understanding of psychodynamics of trauma and victimization and familiarity with at least one area of the law affecting victims of crime (e.g., criminal law, immigration, family law, etc.).

  • Familiarity engaging with systems that directly affect crime victims.

  • Ability to collaborate with CVTC’s LSP staff and consulting Senior Of Counsel Attorney in expanding CVTC’s immigration and criminal justice advocacy services. 

  • 7+ years of relevant legal experience in area(s) such as family, criminal and/or immigration

  • 3+ years of nonprofit organization and program/project management experience.

  • Supervisory, mentoring, and management experience required.

  • Strong preference for familiarity with immigration law practice. 

  • Fluency in Spanish or Mandarin strongly preferred.
